Integrasi Prinsip Circular Economy dalam Kebijakan Publik untuk Mewujudkan Tata Kelola Lingkungan Berkelanjutan di Kota Padang

Abstract


Permasalahan utama yang dihadapi Kota Padang dalam pengelolaan lingkungan adalah meningkatnya tekanan terhadap sumber daya alam akibat urbanisasi dan pola konsumsi linear. Penelitian ini bertujuan untuk menganalisis integrasi prinsip circular economy dalam kebijakan publik lingkungan sebagai upaya mewujudkan tata kelola yang berkelanjutan. Metode yang digunakan adalah pendekatan kualitatif deskriptif dengan pengumpulan data melalui wawancara mendalam, observasi partisipatif, dan analisis dokumen perencanaan daerah. Hasil penelitian menunjukkan bahwa prinsip circular economy telah mulai diadopsi dalam kebijakan Kota Padang, khususnya pada pengelolaan sampah berbasis 3R dan program bank sampah. Namun, penerapannya masih terbatas, belum merata di seluruh sektor, dan menghadapi hambatan seperti rendahnya kapasitas sumber daya manusia, regulasi yang belum adaptif, serta kurangnya kesadaran masyarakat. Implementasi teknologi dan inovasi sosial terbukti mendukung efektivitas kebijakan, meskipun masih terkendala keterbatasan anggaran. Kesimpulan dari penelitian ini menunjukkan bahwa Kota Padang telah menunjukkan arah positif menuju ekonomi sirkular, namun memerlukan penguatan kebijakan, kolaborasi lintas sektor, dan pemberdayaan masyarakat untuk menciptakan tata kelola lingkungan yang sistemik dan berkelanjutan.
